I've never encountered this in flying over 3.5 million miles with close to 2 million on UA.
Didn’t even realize UAX was fly CR9s, so surprised to see this while searching. That said, [most] rollers won’t fit in the overheads on any Canadair aircraft (550s have closets that will take those) - you need a pretty short bag to fit in.
My guess is this agent is a stickler, and has seen enough people take tags and not attach them and take bags on anyway (due to overhead size, probably most of them have to come back out later, potentially). That’s not to say someone couldn’t un-tag bag on the jetway, but that’s probably more effort than trying not to put it on in the first place.
