I may be entirely wrong about it, but the paradoxical thing is that I'm personally not convinced that trying to make a "small" pilot makes it any easier. In many ways, I think that it would be easier to ascribe a larger, self-contained space fpr the pilot (e.g. something like 5C or the T3 satellite or of course if it were done on flights from the EU, T5A) and have a critical mass which would test the viability of the process and enable to have enough busses etc for the thing to run smoothly and usefully...
As I said, I may be completely wrong...
