A better solution is to only have categories 1 and 2, with jetbridges in non-Schengen allowing to disembark onto different floors - either directly into departures if it's a safe arrival, or into arrivals if it's unsafe (with possibility to use transfer security somewhere in the corridor).
Some airports also do this for Schengen/non-Schengen, i.e. flight can be boarded/disembarked from/to two different levels depending on whether it's internal or international. This allows a plane to arrive from Schengen and depart to non-Schengen or vice versa without having to use bus gates. VIE is one such airport (the F/G pier which are on top of each other).
