OW rules are clear for non QRPC members.
A QR codeshare operated by a non-OW members does not give avios or TP on non-OW operated flight, even if codeshared by a OW airline.

But airlines may have specific rules for their members flying on flights marketed by its membership airline and operated by a non-OW airline.
QR has its own rule for QRPC members flying on its QR marketed flights.
You would not get avios or TPs if you are BAEC member on such flight, but you would on a BA-marketed flight operated by a non-OW member.
