On the way back doing the same thing but flying into Del from BKK using indigo airlines then United to EWR. US citizen no checked bags, just a backpack.

Per Indian consulate NY website Transit Visa is not required by a foreigner passing through, in direct transit by air, provided they do not leave the airport and stay is less than 24 hours.
Also saw two videos on Intl travelers transiting via Del to other Intl destinations not going through customs but rather an International Desk where they print out your boarding pass and you go through security then on to your gates.

United customer service said go to the EWR airport 2 hrs before departure, show ticket from Del to SGN and they will give you boarding pass.

Special Circumstance: I considered getting an E-Visa just in case but as a US citizen that was born in Pakistan, I am not allowed to request E-Visa. Regular visa may take 7-8 weeks.

What should I do?
The first thing I would do is find out what terminals you're arriving in and departing in because none of the terminals at DEL are connected airside and each terminal might as well be its own airport in terms of entry and security. So if you are having to go between terminals, you'll have a real problem getting your connecting flight without a visa, and even with a visa, expect some hassles due to your PK birth.
