cws gave the specific rules on this, but a more general answer to your point is that whilst many fares are non-refundable, historically, non changeable are rarer, so typically easier to change than cancel. Having said that, non changeable have become more and more common of late (not least with QR but also with US airlines!) with the increase of light/basic fares which are often non-changeable. Hopefully, the change will resolve things this time round anyway!
I completely agree about basic fares - which I avoid like the plague. But somewhere in the back of my mind, based on a few decades of buying discounted Z and A tickets - I had formed the impression that one of the perks of buying a premium seat is a modicum of flexibility. On the few times where I have had to cancel before it's been quite easy to do - or at least to get trip credit.
