Many BA fares sold outside the U.K. are semi-flex when the corresponding ex-UK fare is completely non-ref. I’m not saying that is the case here but it might be worth looking at the precise fare code in the E-Ticket and checking ExpertFlyer for the exact terms and conditions. I have in the past had a BA agent incorrectly advise me on a similar issue.
