The US sort-of vaguely makes sense because of having to reclaim baggage, but if checked bags are going through and everyone has essentially the same standards (and there aren't rampant compliance issues - I could see some airports with known corruption issues getting singled out), the whole thing comes off as a bit of a make-work programme to the benefit of nobody.
Every country definitively doesn’t have the same standard and certainly not in terms of compliance. Once you take that as a given, you’d need to design the terminals to be able to process each individual flight arrival through a separate clean or dirty process flow as other airports do. Heathrow barely functions as it is without adding that additional complexity.
