That might be AirNZ's initial sorting. Might also be when API information is processed when the flight goes to Load Control (for intl flights).
Airlines do this slightly differently.
My last minute change that needed Lounge staff to manage proves that SEQ is not strictly fixed to any initial sorting methodology of pax.
