I thought the (Tokyo) immigration office is also where some non-citizen residents go to apply for visa renewal? Sorry if it isn't. The TTP office web page lists it as a secondary interview option but I think I've also received an indirect answer. Seems like TTP applicants probably mostly go to the airport offices and attempting it at the immigration office might take longer than the round trip to HND.
