I know this is going to get a lot of hate - but if you are forced to evacuate and told to leave your carry-on....I can only imagine the headaches (yes, assuming survival) of getting your stuff back, making sure things are not stolen or lost, or considering how much of our lives exist on computers/phones/wallets that are in such carry-on's.........
