Actually an interesting conversation I had recently implies that the not-printing-BPs stupidity is actually not a direct cost thing but more a customer throughput things (UA feels that they can move more passengers through kiosks faster if they aren't waiting for BPs to print -- though at least in the short term this is a clear fallacy based on how much longer it takes to flail around to get a BP printed so for every passenger who wants a BP they could have processed 5-10 under the old flow) but...

As Wine pointed out UA is very inconsistent about this... You will still occasionally see "Lets get our priorities straight!" messaging on the gate displays and some stations are just better about it generally (CLE typically is pretty good about getting most priority bags out among the first... RIC (a UGE station) is getting better but generally pretty bad. It's been a while for me but at MSP UA prio bags were consistently the last ones on the belt -- this is under both CO and UA branding. IAD virtually always insists on sending my bag to Oversize despite it being neither oversize per UA guidelines nor treated as oversize by any other station)

I want priority bags out first but I also don't think non-prio bags should just sit around waiting if priority bags aren't ready to be dumped on the belt for some reason (loaded in a different hold than expected, cart broke down, behind a mountain of gate-checked bags, ...) the service certainly hasn't been discontinued.
