Honestly at a place like Raffles, FHR booking is not going to be at the top of their priority list. There will be other programs which will be prioritised over FHR such as Accor Hera, Virtuoso and Accor top tiers.
Also worth noting that both HERA and Virtuoso rates offer a 3rd night free. Not sure about FHR.
