All of these could be done without changing any personnel/training/safety procedures/etc. and would seem to reduce the odds of conflicts while they get this accident figured out.
FAA told helis they can no longer use Route 1 or Route 4 for the mean time. 15/33 is closed until accident debris can be removed.
