1. Have the airlines cooperatively suspend use of 200 or so slots /about 20-25%) to lighten the load on controllers, airline pilots, and military pilots?
2. Also ask AA to pare down their late night connecting bank at Reagan?
3. Work out some limited time windows for the military to do their routine night helicopter flying?

All of these could be done without changing any personnel/training/safety procedures/etc. and would seem to reduce the odds of conflicts while they get this accident figured out.
