Well, that press conference was interesting. We now have an issue with technology - the radar at DCA showed the chopper at 200' for most all of the flight down the river (i.e, within the limitations of Route 1 and Route 4) in that area. The FDR show the plane at impact at about 325' (plus/minus 25 feet). So there is a lot of speculation now that because the DCA radar was showing 200' as the altitude of the chopper, that less attention may have been paid to the Blackhawk...
