One possible explanation I can think of, is that although Switzerland is part of the Schengen area, it is not a member of EU and thus there might be some additional restrictions on importation of goods and they want that everybody pass the customs on arrival.
Don't you do customs at the final destination - so if you were coming from the US or UK via another Schengen airport you do immigration there, but customs in Hungary
