It is actually 13.3333, as stated in the FAQ. They multiply each leg individually and round up so you are not worse off. So it's 40 x 13.3333 = 533.33, rounded up to 534.
Then 2 legs gives 1068.
I mean, it's pretty much academic given the targets, but doing it this way allows them to meet their claim they no one is proportionally worse off.
I do think you would be safe making changes as long as the original booking was before the cut off, but I can completely understand your reluctance, given BA's IT! I've no plans to touch my bookings in the same situation.
