Flights open for free seat selection 72 hours before their booked local departure, sometimes an hour or two more. If possible, log onto Manage My Booking about 74 hours before your first flight departs, then regularly refresh the page until the seat reservation fee disappears. You will need to do this separately for each flight as it's 72 hour fee free selection time approaches.
It's been awhile, but I do recall a window 72-48 hours before where free seat selection opens to QRPC silver. I've availed myself of this. Whether that extends to oneworld ruby is unclear.
Don't have an answer on the maximum cost for seat reservation.
