FCO, like a lot of other airports, is quite far away from their city's center. The residents of DC are pampered and DCA is extremely dangerous to fly in and out.
The most dangerous part of any air trip in which you drive to the airport is driving to the airport. Encouraging longer drives to the airport by moving most downtown DC air traffic to IAD would very likely cost more lives in traffic fatalities than it would save by any air safety improvements.
