I doubt it'll ever happen but I can see why BA and Virgin dont want their airport fees (ie landing charges) to rise just to build additional capacity for their competitors.

Nonetheless the same thing applies to current passengers - why should their current airport charges rise which only future passengers will benefit from? Unsure why Heathrow cant fund it from their own resources and then get paid a return on their investment like most businesses!
