You do need to buy a membership. I think a 1 year costs $45. Even if you are single it might be worth it for some of the other things they offer there besides large quantitites of food. Gas, tires, electronics and lots of other stuff. If you go buy I think they will let you look around before you decide whether you want to join.
By the way I bought the 22" Costco bag a few weeks ago and it has been great. I had narrowed it down to that or a Briggs and Riley and the price just couldn't be beat.
