I don’t think anything as changed in this respect. People on the same PNR as FB Elites also get free standard seat selection upon booking, so I assume this hasn’t changed.
Non elites couldn’t select seats free of charge during booking, but can do so during OLCI. I believe only this changes, that they have to pay if they don’t want to sit in the preselected seat during OLCI.
