Though not critically, and have never been, up to date with the DCA arrivals, I am not enthused about low level traffic crossing the finals regardless of type. That heading would have crossed both finals. Still makes zero sense to me.
You probably have access to contacts with clearer tapes and the PAT25 side of the transmission but I just posted a transcript of what is publicly hearable on liveatc.net
