Indeed to both. 20 in and 5 out now.
Perhaps the BH was xmittng on mil UHF thus the 1 way, but no definitive proof yet.
Though not critically, and have never been, up to date with the DCA arrivals, I am not enthused about low level traffic crossing the finals regardless of type. That heading would have crossed both finals. Still makes zero sense to me.
