If you use your Alaska miles and pay the taxes and fees with the AS credit card your bag fee will be waived.
Assuming you can pay for the flights on Chase/Amex travel portal with your AS credit card then your bag fee will also be waived, but usually these portals limit the cards to the respective card issuer.
