This is the problem when CISF and BIA have different policies.
CISF still requires the stamp, BIA doesn't. Unfortunately BIA is in charge of providing the stamp that CISF requires.
Until they get on the same page, this is going to be a recurrent theme.
It's also a thing with supposedly Central agencies having different standards at different locations.
Have you noticed the variations in immigration stamps at different locations in India? And the different security screening regulations?
