I get the thinking behind this, but there are also asymmetric advantages to being a non US-domiciled Bonvoyer.
A Singaporean, for example, could:
- Get a Bonvoy AmEx (although it doesn't confer EQNs)
- Jump in a car for a short drive to a hotel that costs all of 6,5k points or US$65/night
- Jump on a $50 flight to KL or Bali where the same rates are readily available
- Jump on a $15 ferry to the very place Marriott (for whatever reason) chose to be the poster property for this promo

I'd suggest these opportunity advantages for racking up EQNs outweigh those of the average US-based Marriott loyalist with their credit card nights.
True, you have neighboring (Asian) markets that are the exact opposite. Well-saturated Thailand, I would not call a bargain at all, nor Vietnam, where the inverse situation (Marriott, still considered relatively new and priced as a premium product) holds, or barely/non existent as in Cambodia and Laos.
