That's not called clawing it back though. It's what Amex does for annual FNCs on their Marriott and Hilton cards so that people don't get the certificate on the anniversary and then cancel the card before they need to pay their AF.
I could be wrong but what I read their post as is that you could cancel without it getting clawed back. Now you can still cancel and it won't be clawed back but your annual fee is no longer refundable
