When I was flying DL, SEA ATL, and DTW had ITI baggage service of not having to claim the checked bags if they were in transit out of the US.
1. As noted, ITI is apparently not offered at ORD.

2. At airports where ITI is offered, you are correct that passengers do not have to claim and re-check their checked baggage. But that's not going to help your relatives who are connecting at ORD.
