Originating countries elegible for OSS connections are the US, the UK, Australia, New Zealand, and most European countries. However not every airline participates (I think).
And yes, you can be ITD but not OSS. I flew from SIN to YVR a few weeks ago, and didn't have to collect my luggage (ITD), but DID have to clear security (because Singapore is not OSS).
