I would allow customers who wish to open their blinds the ability to do so but restrict them the level, fully dark is number 5 so I would set allowing brightness up to 3, this way those who wanted to look out were able to, but the very bright light was blocked out.
Having an undimmed window isn't primarily about "looking out" but rather about getting daylight. In my experience, the mid-setting at 787 is still very dark and doesn't really serve the purpose. Two is okay-ish.
