In general, in my experience, they don't

the agent who checked me in was careful to explain that it was not in any way an executive lounge type situation, just that it had the pictured juice/coffee machines and token snacks. It is open to the elements on the side, yes, and the seating closer to the edges is susceptible to occasional droplets when it is raining and windy.
Incidentally, although the entry is keycarded, it's unclear to me if it's open to all guests, or only certain floors and/or certain statuses.
