CI China Airlines does offer cash upgrades sometimes at check-in on the Tasman. They fly both MEL-AKL and BNE-AKL. They charge about $220NZD/AUD for Y to Pe and $420 NZD/AUD for Y to J.
When CI flew MEL<--->CHC the cash upgrade offers (at CHC) were the same as web Y J fare difference. Just the full retail difference.
For some time CI were my preferred MEL<--->CHC airline due to schedule (primary) and pricing (secondary). In summer for a few years, but alas no more
