Is SJU one of the destinations that was ineligible for certs until last year? Because in addition to what xil mentioned, I have also seen problems with the website's logic on valid destinations not being current (it wouldn't let me book to HNL but an agent was able to do it with zero problems (this was just a few months ago)).
