Well with a little bit of more search you get to this one as well... Although not clearly stated that there is a 3hrs limit, it clearly indicates that something has changed (guaranteed access up to 3 hrs). I would interpret this the following way. If there is room, MAYBE it is okay to enter. If the space is limited we can only let you in if you come 3 hrs before the flight.
