FWIW I've run into issues with this before with AA on a HND-MSJ-OKD routing. The explanation is as bpe stated -- there is no filed fares between the airport pair, at all.

I was able to get Qantas phone agents to ticket it as a single 10k award if having it connected in one ticket is all that you're looking to achieve (as 10k).
