CLE-SJU - I and Z fares are available, but not once I apply the companion certificate. I am able to book MC and C+ for this with the cert.

DTW-SJU - I and Z fares are available, and I still see them once I apply the companion certificate.

I assume there is an underlying fare basis code that is not available for any CLE-SJU FC options, but I can’t figure out that that is from the T&C or ITA Matrix. Any ideas?
It looks like they are enforcing the 4 hour connection limit in companion cert T&Cs even though fares to SJU allow for connections up to 6 hours (see below). There's exactly one itin that has I class availability for return date on 4/3 and the connection is over 4 hours. Note that FC fares are dual inventory fares and just because there is I/Z inventory open does not mean there are actually I/Z fares available for purchase (due to limited coach bucket availability and no inventory in underlying coach fare basis). However, that is not an issue with the flights below and it looks like it is simply due to connection being over 4 hours.






Here's an example of return that has I/Z open, but I/Z can't be purchased because there is only Q bucket open in coach which books into D FC booking class making it ineligible for companion cert.
