The lack of Avios in your IB Plus account might very well be the problem.

Do you happen to have a BA Executive Club account with Avios in it? If so, you can check the redemption rate after logging into your BAEC account: BAEC redemption rates for IB flights should match what IB Plus would charge for the same flights.
