The three hour limit applies to paid lounge access - which is the "unavailable" option in that screenshot.
It does say, included as well. So it could be accurate - or absolutely misleading, just as some other things on the website sometimes can be.
I have to admit I've never even attempted to look at the lounge option because it was always a perk I figured was included. I guess we'll only know once someone comes and says they were denied entry more than 3hrs before.
