No that says economy is allowed two items. You are allowed one piece of hand baggage, and one personal item. A laptop counts towards hand baggage. A small briefcase doesn't and would be a personal item.
Hand baggage has a defined maximum weight and size but a personal item does not.
You can also carry personal items such as one lady’s handbag or one small briefcase; one coat, cape or blanket; one umbrella; one pair of crutches or a walking stick; one small camera or binoculars; limited reading material; an infant’s carrying basket; duty-free items purchased on the day of your flight.
