I don't know why they are so hit and miss.
But, rules are rules and as long as they are followed then that's fine by me.
I want to follow the rules but my problem is for personal items they're so loosely defined it's not possible to know what the rules actually are because everyone has different anecdotes, and it seems like it could depend on the mood of the staff, the weather, the current moon phase, or anything!
