I don't know why they are so hit and miss.

But, rules are rules and as long as they are followed then that's fine by me.

I would rather have space to put my bag in the overhead locker rather than having other passengers on the likes of BA purchasing a hand baggage only fare (only to clearly exceed the HBO fare and bring 2 huge bags), thus filling up the overhead lockers and delaying take off whilst cabin crew sort out the mess or allow ground staff to check them in at the gate.
