To me that seems quite clear that only laptops would count towards the 7kg limit, but not a small briefcase.

My small backpack (my "hand baggage") is going to be slightly overweight so am looking to spread the load into something like a "small briefcase" but online all I can find is conflicting anecdotes, some saying Qatar forced them to weigh both items together, some saying they didn't. Some say you aren't allowed a second item. Some say only women are allowed a handbag.

If it makes any difference I'm flying LHR -> DOH -> BKK and back.

Is anybody able to clarify if a "small briefcase" as your personal item counts towards the weight limit? I was thinking of getting something like the Aerolite 5 Cities (40x30x10cm) Under Seat Flight Bag as my "personal item" which would be small enough to fit under a seat.
