If Finnair has the same availability that AA is showing, you should be able to get NGO-TYO-SFO for 33,500 Finnair Plus Avios, but I'm not sure about fees and possible surcharges. You can transfer Chase UR points to BAEC, and thence to Finnair Plus. Before transferring any points, I would contact Finnair to check availability.

Also, note that -- depending on your date of departure -- a cash ticket on another airline can run less than $600 USD.
