Ugg.. i always do 1 carry-on and 1 laptop backpack to avoid the line to check in luggage. And to avoid lost luggage.
So it looks like i have to do the check in line for Qatar and check in my carry on? 
If i put my laptop in my carry-on, it'll be over the 15lb limit. My carry on is also 22" high.
Does qatar check luggage size and weight at the gate at IAD?
You are not reading the requirements correctly. You get one piece of hand luggage to weigh 15lbs. And you get a handbag/laptop bag on top. I've never had the latter weighed in more QR flights than I can count. But I have seen those passing a back pack as a laptop bag in trouble.
