Probably because it ais codeshare. Depending on how the codeshare is setup, many times the operating carrier cannot do anything until the flight is under airport control. It looks like QR/AT may be one of those setups.
Have you tried the PNR on a few other OneWorld airline websites and see if that gives you seat choice. I'd try AY first. Sometimes these things can happen in the most unusual places. The only place it won't work at all is AA cos they use Sabre not Amadeus.
