Right now it's not an opt out but rather a lack of opt in. Domestic lounge access will only be possible at select lounges and Delta SkyClubs are not among them.
It seems to me that SkyTeam has merely created a scheme where those airlines that want to provide domestic lounge access to their lounges can bill other FFPs (other than AR) for it. But it's entirely optional whether they'll allow it.
