Just experienced that myself, that's really scammy.
T&Cs explicitely exclude bookings part-paid with Avios, but I didn't catch any specific wording around eVouchers (I checked before booking).
The price difference is bigger than the eVoucher I used! It's great when you get compensated for an incident and the compensation itself has negative value
