Update : I tried to use my Costco CITI card again for SUICA 2 days ago and it worked.

My guess is whoever did come up with deciding JR East is a dodgy vendor was over-ridden at some point and changed from 'Do Not Honor' back to being accepted. So good news.

Citi are now saying they ‘Will Not Honor’ SUICA charges on any CITI card because of what they say is too much fraud from this vendor. I called and had a rep reach out to the fraud department to investigate and thats the answer they gave.

So any visitors to Japan with a SUICA card on their Iphone, make sure you have a backup non CITI card to use to recharge your SUICA card.

This is beyond crazy personally. SUICA is owned by JR East, one of the biggest Railway companies in the world I think. Lets hope 5is block is temporary until they find. Better way to del with whatever fraud triggered this kneejerk response.
