I have a United flight from Toronto to Newark, UA3435, arriving in Terminal C of the EWR airport. I understand there is a pre-clearance facility in Toronto so I would be arriving as a domestic passenger.

Can I access the Polaris lounge in Terminal C? I am not sure if I will have enough time to clear security in Terminal C, then go to Terminal B and re-clear security in Terminal B.

The airside shuttle bus does not serve EWR Terminal B at all until 1 PM. Since OP is connecting to AI106 which leaves in the morning, they would have to go landside to access Terminal B, which means reclearing security there.
